Understanding Phase 2: “Register Your Rental Property”
The UK government has released updated details regarding Phase 2 of the Renters’ Rights Act, introducing a mandatory digital registration scheme for residential landlords. Designed to bring greater transparency and compliance to the private rented sector, the scheme requires landlords of assured or regulated tenancies to register themselves and every individual rental property.
Key Requirements for Landlords
- The Annual Fee: Registration costs £65 per property annually, and landlords must renew their registration each year. Failure to register risks financial penalties and council enforcement.
- Information Needed: Landlords will need to provide personal or organizational identification, full dwelling details (address, property type, number of bedrooms), tenancy information, rent frequency, and vital health & safety compliance documents including Gas Safety records, EICR certificates, and valid EPC ratings.
- Agent Support: While landlords are legally responsible for starting and ending the registration process, letting agents can support by uploading required information on your behalf.
Regional Rollout and Deadlines
To prevent system bottlenecks, the government is implementing a phased regional rollout beginning 15 December 2026. Once your region’s rollout date is reached, landlords have a strict 3-month window to complete registration before council enforcement begins.
- West Midlands: Commences 15 Dec 2026 (Deadline: 14 March 2027)
- East of England: Commences 15 Jan 2027 (Deadline: 14 April 2027)
- East Midlands: Commences 15 Feb 2027 (Deadline: 14 May 2027)
- South East: Commences 15 March 2027 (Deadline: 14 June 2027)
- Yorkshire & The Humber: Commences 15 April 2027 (Deadline: 14 July 2027)
- North West: Commences 15 May 2027 (Deadline: 14 August 2027)
- North East: Commences 15 June 2027 (Deadline: 14 September 2027)
- London: Commences 15 July 2027 (Deadline: 14 October 2027)
- South West: Commences 15 August 2027 (Deadline: 14 November 2027)
(Note: Registration deadlines are based on your property’s physical location, not your home address. If you own property in London, your window opens in July 2027).
